Specification and project control
A liquid filling machine user requirement specification, usually shortened to URS, is the buyer’s controlled statement of what the equipment and project must achieve. It should define the products, packs, quantity range, operating environment, interfaces, utilities, cleaning needs, evidence and acceptance method without guessing an unsupported machine design. A clear URS gives suppliers the same basis for quotation and gives both parties traceability during trials, factory acceptance and site acceptance.

Define the requirement before the solution
It should distinguish mandatory requirements from preferences and future options.

Write testable statements

Clear answers
The answer depends on the product, pack and operating conditions, so the relevant variables should be recorded rather than assumed.
The URS should combine input from production, engineering, quality, safety, maintenance, procurement and the people who will operate or clean the equipment. Each group sees a different project risk. One controlled owner should resolve conflicts and distinguish a mandatory requirement from a preference so suppliers are not asked to satisfy contradictory assumptions.
Output and accuracy requirements should state the product, pack, quantity, measurement method and operating conditions to which they apply. They should also define what counts as an accepted pack and how start-up, stoppages and rejects are treated. A number without those conditions is difficult to quote consistently and difficult to accept objectively.
A preferred filling technology can be recorded when it is supported by existing validated equipment, a proven trial, compatibility requirements or a deliberate standardisation policy. Otherwise, the URS should describe the product and result and allow the supplier to propose a method, with the proposed metering principle and its limitations made explicit in the response.
Future products should be described as a bounded range, not as an unlimited promise. Provide the known extremes for viscosity, particles, fill quantity, container geometry, compatibility and cleaning. Mark untested products as subject to review or trial. This allows design allowances to be discussed without implying that every future formulation is already proven.
The URS provides the traceable source for factory acceptance test and site acceptance test checks. Each material requirement should be linked to a planned demonstration, inspection or document. FAT can verify the agreed factory configuration and representative samples; SAT confirms the installed system, site interfaces and conditions that could not be proven before delivery.
